The Division of Environmental Health Impacts health in JC by regulating restaurants and other food establishment toensure that the food they sell is safe to consume. We also insure the cleanliness of Barbershops, Beauty Salons, Nail Salons etc. Our Bureau of Public Health Investigations enforces laws to eliminate Public Health Nuisances in our Neighborhoods to make them safer and healthier for our citizens. 

The Bureau of Investigations & Inspections, the Bureau of Healthy Homes and the Bureau of Licensing are within the Division of Environmental Health.

• Is responsible for administering the state and local Health laws and provisions.
• It enforces the state laws and the provisions of the Jersey City Code for the prevention and control of disease and related inspections.

The City of Jersey City contracts directly with the Liberty Humane Society and Animal Shelter.

Provides a variety of services related to the well-being of animal and residents through State-mandated animal control services.

• Responds to animal nuisance complaints and investigates reports of animal cruelty or neglect.
• Educates residents on pet care and other animals issues.

The Liberty Humane Society (LHS) is an open admission shelter in Jersey City. They have an animal response team that is the main point of contact for all stray animal concerns. LHS is responsible for everything from call dispatch, to animal rescue, to public education and resources.

The Division of Animal Control of Jersey City handles the dog licensing for residents

Improves public health by reducing the risk and spread of disease.

This includes administering immunizations for all children under 18 that have no or low health care coverage. Also, auditing local schools for immunization. This division also tests and treats STDs and prevents the spread of them through partner notifications and local campaigns.

The Child Health Clinic at the Department of Health in Jersey City offers Jersey City residents without health coverage vaccines, TB testing and nurse counseling and referrals to children from ages 2 months to 18 years of age according to school entry requirements. The clinic hours of operation are MWTF, hours vary.

The Preventive Medicine Clinic tests and treats Jersey City residents with/without insurance coverage for STDs and promotes prevention through partner notification and local campaigns. HIV testing is also offered.

• Childhood Lead Poisoning Prevention (CLPPP)

This Childhood Lead Poisoning Prevention Program provides various services to prevent lead poisoning: 

Lead screening for children 9 months thru 17 years who are uninsured or underinsured case management by a Senior Public Health Nurse for children who are lead poisoned environmental interventions by a certified lead inspector/risk assessor for children who have been determined to be lead poisoned.

Provide education and awareness on lead risks and hazards to the public, day care centers, community agencies and anyone requesting information on lead hazards.

The Division of Senior Affairs serves all residents of Jersey City who are 65 years of age and older. It proposes and evaluates studies of senior citizen problems and programs and acts as the city liaison with community groups involved in senior citizen affairs. This includes various social, recreational, educational, and transportation for the City’s senior citizens.

• Provides Housing referrals and other constituent services to seniors in need.
• During the summer we process and distribute farmers market vouchers to over 2,500 eligible seniors in Jersey City.
• Group Transportation. There are two buses: one bus takes seniors shopping every day and the other bus is available transport seniors for outings and trips.(LINK Shopping and bus policy)
• Monthly Movies- We arrange for 500 seniors to get to Newport once a month to enjoy their choice of first rate movies.
• Senior ID Cards. We process Senior Medical Photo ID cards for any senior who requests one at our offices at 199 Summit Ave.
• Distributes a quarterly senior newsletter and annual senior Directory
• City wide senior events

Senior centers in the City include Connors Center and Collier Center. 

The two Senior Centers open daily from 9:00 a.m.- 4:30 p.m. 

The Division of Food & Nutrition seeks to reduce hunger and food insecurity, increase the consumption of healthier foods, and support our local food system. The division reinforces Mayor Steven Fulop’s 2013 Wellness Campaign pledge to help Jersey City residents lead healthier lives and reduce illnesses associated with obesity by managing a number of programs and initiatives including:

• Administering federal food programs including the Women, Infants, and Children (WIC) program,Meals on Wheels Service, and the Congregate Senior Lunch program;
• Supporting urban agriculture through our Adopt-A-Lot Community Garden program;
• Coordinating a Healthy Corner Store Initiative, which seeks to increase healthy food options in corner stores across Jersey City;
• Partnering with Jersey City’s nine independently run farmers’ market to ease access to local food and make fresh produce more affordable through SNAP and Veggie Rx incentive programs.
